Stephen E. Condrey
This year’s recipient of the 2003 Walter Barnard Hill Distinguished Public Service is Stephen E. Condrey, a 1998 Walter B. Hill winner. Condrey, who is now the Program Manager for the Human Resource Management Program at the Carl Vinson Institute of Government, is a nationally known author and editor, as well as an adjunct professor in the School of Public and International Affairs.
Since 1986, Condrey has served the University of Georgia through his work at the Vinson Institute. Condrey’s program focuses on project development, project management, and institutional relationship building. Over his five years in this position, Condrey has been responsible for providing direct leadership to two faculty members, one adjunct faculty, professional staff, and graduate assistants and consultants. He has also developed more than 100 new projects that account for almost $1 million in contracts. In the area of project management, Condrey manages the majority of technical assistance projects within the program. He has served as co-principal investigator of a $1.5 –million grant to assess Georgia’s welfare reform efforts. Condrey’s interest in building relationships within the university has provided leadership opportunities for faculty, staff, and students from different schools, colleges, and departments to work together to fulfill the Vinson Institute’s mission of improving governance throughout Georgia and the world.
As an adjunct professor for the Department of Public Administration in the School of Public and International Affairs, Condrey works with students who will one day work in the area of human resource management. In the past five years, Condrey has edited three book, including Handbook of Human Resource, Management in Government, and Radical Reform of the Civil Service, and has authored articles, book chapters, and monographs/
In addition to his statewide reputation in this field, Condrey has established a national and international reputation as a leading authority in human resource management. He currently serves as national chair of the Section of Personnel Administration and Labor Relations for the American Society for Public Administration, a 9,500-member organization. Condrey has served as managing editor of the Review of Public Personnel Administration Review.
Condrey shared his teaching expertise with an international audience when, in 1998 and 2000, he taught human resource management at the Russia Academy of Atomic Energy in Moscow. He was among the first Americans to teach at this institute. Condrey also taught human resource management in 1999 at the Shanghai Administrative Institute in China; this program was the first of its type conducted for local government Chinese officials.
