Jennifer Frum became Vice President for Public Service and Outreach on February 1, 2012.

Frum joined Public Service and Outreach at the University of Georgia in 1995 and the Carl Vinson Institute of Government in September 2006 as interim director of the International Center. In 2007, she became assistant director of the broader Vinson Institute with programmatic responsibilities across the Institute's divisions. Beginning in August 2009, she oversaw the Institute's day-to-day activities as deputy director. She was appointed as the Vinson Institute's interim director in April 2010, assuming management of the Institute's overall operations and programming. She served as interim Vice President for Public Service and Outreach from July 1, 2011, to January 31, 2012.

Before arriving at the Vinson Institute, Frum served as assistant director of UGA's Office of International Public Service and Outreach where she led the development and implementation of a wide range of development projects in Africa and Latin America. She has significant expertise administering training, research, and assistance programs and projects. Frum has led technical assistance projects in China, Kenya, Uganda, Tanzania, Croatia, Mexico, and Trinidad and Tobago. She also has experience working in Cambodia, Nigeria, South Africa, Liberia, and Egypt. She has coordinated several donor-funded training and education projects supported by international development agencies.

Frum received a Fulbright award in 1999. She was also a participant in the 2006-2007 Public Service and Outreach Leadership Academy.

Before coming to UGA, Frum worked for the Washington office of U.S. Representative Bob Wise. She earned an M.A. in international relations from George Washington University and a B.A. in political science from West Virginia University. She received her Ph.D. from the University of Georgia's Institute of Higher Education. Her fields of expertise include organizational management and governance, public management, public sector capacity building in the developing world, comparative political systems, and higher education administration.

Trish Kalivoda is the Senior Associate Vice President for Public Service and Outreach at the University of Georgia (UGA), and Editor of the Journal of Higher Education Outreach and Engagement.

As part of her work in the Office of the Vice President, Kalivoda develops and implements programs and activities to support faculty member scholarship of engagement and engaged research. For example, on behalf of the vice president, Kalivoda developed a Scholarship of Engagement Grants seed-grant program, a Scholarship of Engagement Award, and a Public Service and Outreach Faculty Fellowship program. The programs and award are designed to support the University’s public service, outreach, and engagement mission.

Before joining the office of the vice president, Kalivoda held positions in the Office of the Provost, and in the Office of Instructional Development, where she focused research and program implementation on issues related to faculty professional development.

She is an adjunct faculty member in the University’s Institute of Higher Education and is a founding member of UGA’s Teaching Academy.

Kalivoda earned a bachelor’s degree in language education, an MBA with a concentration in finance, and a doctorate in higher education with a concentration in faculty development from the University of Georgia.

Steve Dempsey is the Associate Vice President for Public Service and Outreach at the University of Georgia (UGA). Dempsey helps guide the office’s Community and Economic Development Initiative, which includes the Archway Partnership Project, Poverty and the Economy Initiative, the UGARF Poverty Grants Program, and the Intellectual Capital Partnership Program (ICAPP) partnership with the University System of Georgia (USG). He also coordinates strategic planning, performance measures development, director and institution reviews, public service faculty promotion, the Hill awards, Staff Award for Excellence, and the Public Service and Outreach annual meeting and awards program.

In his previous position as the Assistant Director of the Institute of Community and Area Development (ICAD), Dempsey’s work in community economic development focused on the development and implementation of the creative group problem-solving laboratory and participatory policy design at UGA. He also provided management consultation to state and local governments, and recreation service delivery agencies on growth-management related issues and facilitator training.

Dempsey earned a B.S. degree from Montclair State College, an M.S. degree from Western Kentucky University, and an Ed.D. from the University of Georgia.
