Matt Bishop

Matt Bishop

Matt Bishop serves as associate vice president for Public Service and Outreach (PSO) at the University of Georgia. Bishop works to connect UGA’s schools and colleges with PSO’s extensive network of expertise in leadership, government, business, service, and nonprofits to enrich UGA’s education and research missions. He promotes UGA’s capacity to address societal and workforce needs locally and globally through technical assistance, service learning, continuing education, and applied research. He also oversees several PSO programs, such as the New Faculty Tour, faculty appointment and promotion, faculty-staff awards and recognition, and the PSO Leadership, Facilitation, and Scholarship academies.

Previously, Bishop served as director of the J.W. Fanning Institute for Leadership Development. He guided the institute’s strategic direction and programmatic operations to fulfill its mission to strengthen communities, organizations and individuals through leadership development. He also served as coordinator of operations for the Archway Partnership, playing an instrumental role in Archway’s expansion from three to eight communities. His UGA career also includes serving as faculty at the Fanning Institute and Carl Vinson Institute of Government and as principal investigator for UGA’s Initiative on Poverty and the Economy. Before joining UGA, Bishop served as associate director of the Governor’s Rural Development Council and as regional resource coordinator for the Georgia Department of Community Affairs.

Bishop earned a bachelor’s degree in political science from Presbyterian College and a master’s degree and Ph.D. in public administration from UGA.


Jessica Legge Muilenburg


Jessica Legge Muilenburg

Jessica Legge Muilenburg is associate vice president for research with responsibilities related to campus engagement, research personnel, and internal grants and honors. In this role, she provides strategic leadership and support to the campus research community, advising faculty and administrators on research personnel policies and best practices.

Muilenburg has a Ph.D. in health promotion and behavior from the University of Alabama at Birmingham and a master’s degree in public health from Emory University. She previously served as graduate coordinator in the Department of Health Promotion and Behavior and assistant dean for strategic initiatives and assessment in the College of Public Health.


Christina Allen-Wise

Christina Allen-Wise

In her role as adminsitrative operations manager for the J.W. Fanning Institute for Leadership Development, Christina Allen-Wise supervises and coordinates the administrative functions of the director’s office, which includes providing administrative and project support for the director as well as supporting project management for New Faculty Tour, Vivian H. Fisher Leadership Academy and Facilitation Academy, which are three of the UGA Public Service and Outreach signature programs.

Allen-Wise has been at UGA for nearly 20 years and has been a member of the Fanning team since 2015, having served as program operations coordinator where she has supported and coordinated countless leadership programs, including the signature Public Service and Outreach programs.

In 2018, she received the institute’s Sisson Community Leadership Development Award in recognition of her commitment to promoting leadership development throughout Georgia, and in 2024, she received the Public Service and Outreach Staff Award for Excellence.


Shannah Montgomery

Shannah Montgomery is the senior director of marketing and communications for Public Service and Outreach. In this role, she develops communications strategy to connect and inform internal and external stakeholders on programs, projects and initiatives connected to the eight PSO units. She also supports the network of communicators across PSO and collaborates with the division of marketing and communications to promote UGA’s land-grant mission to serve the state.   

Montgomery joined PSO in 2015 and is a graduate of the Vivian H. Fisher Leadership Academy. She holds a doctorate of education in organizational leadership and a master’s degree in mass communication from the University of Georgia and a Bachelor of Fine Arts from the University of Cincinnati.


Beth Anne DeKeizer

Beth Anne DeKeizer serves as the multimedia coordinator in the Office of the Vice President for Public Service and Outreach. In this role, she creates compelling visual stories across multiple platforms, using videography, photography, and creative graphics to support the Public Service and Outreach marketing and communication efforts. She has a master’s degree in emerging media from UGA and a bachelor’s degree in filmmaking and cinematic arts and history from Berry College.

Prior to her current role, DeKeizer was a freelance photographer, videographer and social media manager, along with roles at UGA Research, the New Media Institute at UGA and the Madison Morgan Convention and Visitors Bureau.
